Sheriff Rochelle Bilal Announces Operational Reorganization and Modernization Plan
New Leadership Appointments, Real Estate Division Improvements, and Technology
Enhancements Aim to Improve Service Delivery

PHILADELPHIA, PA —Sheriff Rochelle Bilal announces a comprehensive operational reorganization plan to modernize and streamline real estate operations, improve efficiency, and strengthen services for Philadelphia residents and stakeholders.

The reorganization follows an extensive review of internal operations and reflects the Office’s ongoing commitment to transparency, modernization, and continuous improvement.

Among the key initiatives is the restructuring of the Sheriff’s Office Real Estate Division, which oversees sheriff sales, deed processing, and related real estate transactions. The reorganization includes enhanced staff training, updated operational procedures, and new technology initiatives designed to improve customer service and reduce processing delays.

As part of the modernization effort, the Sheriff’s Office is developing a Deed Tracker System that will allow sheriff sale purchasers to track the status of their deeds throughout the recording process, providing greater transparency and access to information.

The reorganization plan includes several leadership and staffing enhancements:

NEW UNDERSHERIFF APPOINTED

The Office is pleased to announce the appointment of a new Undersheriff. The Undersheriff will oversee daily operations, strategic planning initiatives, personnel management, and operational coordination across the agency.

PROJECT MANAGEMENT AND OPERATIONS

As part of the reorganization effort, we will appoint a new Project Manager to oversee organizational improvement initiatives, including process management, operational procedures, and interdepartmental coordination.

COMPLIANCE AND LEGAL OVERSIGHT

We are also establishing a new position of a Compliance Attorney. This individual will focus on civil process operations, real estate matters, policy compliance, risk management, and legal oversight of real estate-related functions.

REAL ESTATE DIVISION IMPROVEMENTS

The Philadelphia Sheriff’s Office continues to modernize its Real Estate Division, resulting in significant improvements to the deed recording process. Through enhanced operational efficiencies, technology upgrades, and process improvements, the Office has significantly reduced historical backlogs and is meeting statutory requirements for deed processing and recording.

Additional improvements include:

  • Enhanced employee training and professional development.
  • Implementation of performance tracking and accountability measures.
  • Developing a public-facing Deed Tracker System.
  • Expansion of staffing resources within the Real Estate Division.
  • Improved communication with purchasers and stakeholders.
  • Process improvements designed to increase efficiency and transparency.

NEW POSITIONS CREATED

To support continued growth and modernization, the Sheriff’s Office is creating additional Sheriff Sale Technician positions dedicated to supporting deed processing, customer service, records management, and real estate operations.

The new positions are expected to strengthen operational capacity while improving responsiveness to the public and industry stakeholders.
